Structure and Purpose
The Scientific Oversight Committee operates as an independent body that reviews all research outputs from the Better Gambling Forum. This group examines methodological quality and ensures findings align with established scientific standards. The committee holds authority to approve policy recommendations, guidance materials, and analytical work before publication.
Nine international academics form the committee’s membership. These specialists work across four continents and focus on gambling harm, psychology, and behavioral science. The roster includes experts from universities in Canada, the Netherlands, Australia, and Gibraltar.

The committee works to maintain scientific integrity throughout the Forum’s programs. Its formation supports the Better Gambling Forum’s governance structure by preventing any single viewpoint from controlling research directions. Industry groups, regulatory bodies, and academic institutions all participate in the Forum’s broader work, but the committee remains separate from these interests.
Travis Sztainert serves on the BGF steering committee. He noted the committee brings together leading expertise in gambling research and sets quality standards for the field.
The group examines accuracy in how data gets interpreted and applied. This oversight extends to all policy guidance that emerges from Forum research. The committee reviews materials to confirm they reflect current evidence without bias.
Shawn Fluharty chairs the BGF Steering Committee. He emphasized the committee’s independent status ensures Forum work remains free from outside influence. The group bases its decisions on available evidence rather than stakeholder preferences.
The committee began its work after the Forum launched its RG3P framework in September 2025. This framework provides evidence-based standards for policymakers and regulators. The committee now guides research connected to responsible gambling practices and public health policy development.
The oversight group will review future publications and research initiatives. Its role centers on maintaining quality standards as the Forum expands its work in gambling harm reduction and policy development.
